Vietnam Brings
its Second WTO Complaint against US on Frozen Warm-Water Shrimp
In other dispute-related news, Vietnam brought the second
dispute ever in its history as a WTO member (DS429).
The formal request for consultations concerns antidumping
duties imposed by the United States on certain Vietnamese imports of frozen
warm-water shrimp. It is a direct follow-up to Hanoi’s first complaint last
year about Washington’s use of zeroing in calculating anti-dumping duties on
similar shrimp imports (DS404).
The two countries will now have 60 days to resolve their
differences through consultation before Vietnam can ask the DSB to establish a
panel to hear the case. Further information on the dispute will be made

Vietnam is treated as a non-market economy by the US, a
classification that makes it easier for trade partners to impose anti-dumping
duties under WTO rules.
